According to Godet a scenario is not a future reality but a means of representing it, to better visualize the current action in light of possible and desirable futures.
The conceptual basis of the model foresees that each scenario has to be analyzed and built through the perceptions of local actors accompanied by experts.
This model is a resource, a tool that accompanies local actors in the scenario-building exercise.
The model is based on practices that have been simplified and adapted to a project implemented by ADELCO - Network of Colombian LEDAs - to establish policies and tools for innovation in the Department of Sucre (Colombia).
