Evaluation and Local and Territorial Development Agencies for Human Development - The ILS LEDA case

The paper illustrates a comprehensive method for realising a quanti-qualitative assessment of development agencies.
This method is currently used by ILS LEDA for providing the LEDAs of a “Quality Label”, measuring theirs strengths and weaknesses, and finally supplying personalized technical assistance. Nevertheless it could be generalised, once the main assessment parameters are adapted to each different circumstance.

The method is articulated in three steps: the first one identifies the various factors influencing the LEDA’s performance (obviously it depends on the LEDA scope), the second one describes the variables that describe each factor; and finally the third step defines a set of indicators for each variable.
Once assigned a score to each indicator (it depends again on the nature and scope of the agency), it is possible to assign the quantitative values to the assessment.

A further result is the possibility of realising a profile of the agency, according to the assessed performance. ILS LEDA suggests to do it, gathering the factors within correspondent LEDA assets (Social, Relational, Technical, Financial, Strategic, Operational), and looking at the behavior of the LEDA for the different variables.
The paper shows also how the method has been applied in the case of ILS LEDA, through a concrete example.
